CHINA. GUARD EXECUTED FOR INMATE'S DEATH

it was reported that a prison warden in northeast China was executed for beating and ordering other guards to torture an inmate to death. Zhang Shuli, a warden in Liaoning province, was executed in June, the Huashang Morning Post said. From March to April 2003, Zhang himself beat the victim severely 20 times. He also ordered seven prison guards to hit the inmate and threatened to punish the guards if they did not follow his orders, according to court testimonies.
The victim, Zhang Bin, was forced to drink hot pepper sauce and was beaten with a plastic club, the report said. He died from his injuries. Zhang Shuli used the excuse that Zhang Bin was not working hard at the camp. But the victim's brother Zhang Jie was quoted as saying inmates had to give gifts to prison officials to avoid abuse.
"To avoid beatings and get relatively easy work assignments, you must kiss up to the prison guards and the prison warden. This is a well-known rule that inmates all know," Zhang Jie was quoted by Law and Life Magazine as saying.
