Russia should ratify the protocol on the death penalty, Chairman of the Federation Council Foreign Affairs Committee Mikhail Margelov said.
Margelov told journalists that PACE “criticises Russia objectively and we should fulfill our obligations before the Council of Europe.” One of them was to ratify the protocol on the death penalty, he added.
