December 1, 2025 - IRAN. At least 260 persons were executed across prisons in the Islamic Republic of Iran during November 2025. This represents an increase of at least 134 cases, equivalent to 106 percent, compared with November 2024, when 126 persons were executed. This is the highest monthly execution figure recorded in Iran in the past two decades.
According to data recorded by the Statistics and Documentation Center of Hengaw Organization for Human Rights, the identities of 257 executed persons were verified during November 2025, while the identities of three others remain under review.
According to Hands off Cain, executions were at least 324
No executions of political or religious persons were recorded during this month.
At least seven women were executed in Iranian prisons during November.
Hengaw notes that among the 260 executed persons, only two cases — accounting for less than one percent — were announced by Iran’s official sources and judiciary-affiliated websites. The death sentences of four persons were also carried out secretly and without prior notice to their families, denying them a final visit.
Breakdown by national and ethnic minorities
According to this report, at least 43 Lor persons were executed in Iranian prisons during November, accounting for 16.5 percent of all cases. In addition, 35 Kurdish persons (13.5 percent), 22 Turk persons and 13 Arab persons were executed.
