November 30, 2023 - Phillip Hancock, 59, White, was executed.
Hancock was declared dead at 11:29 a.m. after a three-drug lethal injection at the McAlester Oklahoma State Penitentiary, despite a board’s clemency recommendation that the governor waited until the last minute to reject.
Hancock’s execution went ahead Thursday morning after Gov. Kevin Stitt (R) declined to halt it despite a recommendation by the state’s parole board that he receive clemency. It is not clear why Stitt’s decision was delayed until after the execution’s scheduled start time of 10 a.m. The execution did not begin until after 11 a.m.. Stitt was not bound by the recommendation of the board, which voted 3-2 in favor of clemency at a hearing earlier this month (See HoC 08/11/2023).
Hancock, who was sentenced to death for the April 27, 2001 double murder of Robert Jett and James Lynch, always claimed the killings were done in self-defense.
Hancock is the fourth person Oklahoma has executed this year and the 123nd overall since the state resumed capital punishmen in 1990. He also is the 11th since Oklahoma resumed executions in October 2021 following a nearly six-year hiatus resulting from problems with lethal injections in 2014 and 2015. Oklahoma has executed more inmates per capita than any other state since the 1976 reinstatement of the death penalty. Only Texas (586) has carried out more executions in the country since the US Supreme Court stated in Gregg v Georgia on July 2, 1976, that executions could resume after they stopped all executions in June, 1972.
Hancock is the 24th in the U.S. put to death this year, and the 1,582nd overall since the country resumed executions in 1977.
Hancock’s execution was the last one scheduled in the U.S. for 2023.
