Taliban security forces in eastern Afghanistan have extrajudicially killed dozens of suspected members and supporters of a local affiliate of the Islamic State terrorist group, according to Human Rights Watch.
The global human rights group has documented the alleged abuses in a report released on 7 July, saying they were committed in eastern Nangarhar and Kunar provinces.
“Since the Taliban took power in August 2021, residents of Nangahar and Kunar … have discovered the bodies of more than 100 men dumped in canals and other locations [between August 2021 and April 2022],” the report said.
The two provinces, which border Pakistan, are known for hosting active bases of the Islamic State of Khorasan Province (ISIS-K), the Afghan affiliate of Islamic State.
Taliban forces in these areas had “carried out abusive search operations” against residents they accused of sheltering or supporting ISIS-K members, according to the report.
During these security actions, including night raids, residents allegedly had been subjected to torture and men detained without legal process or revealing their whereabouts to their families.
“Taliban authorities appear to have given their forces free rein to detain, ‘disappear,’ and kill alleged militants,” said Patricia Gossman, the associate Asia director at Human Rights Watch.
The bodies showed evidence of torture and brutal executions: some had missing limbs, ropes around their necks, or had been beheaded or had slit throats, according to the report.
Chief Taliban spokesman Zabihullah Mujahid rejected the report as baseless, saying local authorities had investigated these “rumors” but found not a single body in Nangarhar or other areas.
“The propaganda being spread by some well-known international organizations in this regard is disturbing and unfortunate,” Mujahid wrote on Twitter.
Human Rights Watch said while working with a local partner, it interviewed — mostly in person — 63 people between October 2021 and June 2022 for the report. The watchdog claimed to have found “substantial evidence of summary executions and “enforced disappearances” by Taliban forces of suspected ISIS-K supporters.

A senior Afghan official has pardoned a man sentenced to death for murdering the politician's father, a court said on 18 December 2022, days after Taliban authorities carried out the first public execution since the Islamists seized power.
Taliban supreme leader Hibatullah Akhundzada last month ordered judges to fully enforce aspects of Islamic law including public executions, stonings and floggings, and the amputation of limbs from thieves.
However, Gul Mohammad, deputy governor of the northern province of Jawzjan, forgave the man convicted of killing his father in 1992, Afghanistan's Supreme Court said in a statement.
The country's sharia courts had found Abdul Qayyum guilty of murder and ordered his execution as an "eye for an eye" punishment under the hardline justice system.
But the deputy governor ended the case by forgiving the man.
"The family of the murderer requested me to pardon him. Today, I'm letting go of the qisas (punishment) and I forgive him," the court statement quoted the official as saying.
Supreme leader Akhundzada, who has not been filmed or photographed in public since the Taliban returned to power, rules by decree from Kandahar, the movement's birthplace and spiritual heartland.
The Taliban regularly carried out punishments in public during their first period of rule that ended in late 2001, including floggings and executions at the national stadium in the capital, and Afghans were encouraged to attend.
They promised a softer regime when they seized power again last year but have since introduced increasingly severe restrictions on the lives of Afghans.
Women in particular have been incrementally squeezed out of public life.

The Taliban authorities on 7 December 2022 executed an Afghan convicted of killing another man, the first public execution since the former insurgents took over Afghanistan last year, a spokesman said.
The announcement underscored the intentions by Afghanistan’s new rulers to continue hard-line policies implemented since they took over the country in August 2021 and to stick to their interpretation of Islamic law, or Sharia.
The execution, carried out with an assault rifle by the victim’s father, took place in western Farah province before hundreds of spectators and many top Taliban officials, according to Zabihullah Mujahid, the top Taliban government spokesman. Some officials came from the capital Kabul.
The decision to carry out the punishment was “made very carefully,” Mujahid said, following approval by three of the country’s highest courts and the Taliban supreme leader, Mullah Haibatullah Akhundzada.
The executed man, identified as Tajmir from Herat province, was convicted of killing another man five years ago and stealing his motorcycle and mobile phone. The victim was identified as Mustafa from neighboring Farah province. Many Afghan men use only one name.
Taliban security forces had arrested Tajmir after the victim’s family accused him of the crime, said a statement from Mujahid, the spokesman. The statement did not say when the arrest took place but said Tajmir had purportedly confessed to the killing. Mujahid added that Tajmir was shot three times by the victim’s father Wednesday with an assault rifle.
During the previous Taliban rule of the country in the late 1990s, the group carried out public executions, floggings and stoning of those convicted of crimes in Taliban courts.
After they overran Afghanistan in 2021, in the final weeks of the U.S. and NATO forces’ pullout from the country after 20 years of war, the Taliban had initially promised to allow for women’s and minority rights.
Instead, they have restricted rights and freedoms, including imposing a ban on girl’s education beyond the sixth grade. They have also carried out public lashings across different provinces, punishing several men and women accused of theft, adultery or running away from home.

22 November 2022 :

In an effort to implement the strict Sharia law among the Afghan population, the hardline Islamist Taliban regime on November 19, 2022 lashed at least 19 people for committing various crimes such as adultery, theft, and running away from home, a Supreme Court official confirmed, according to the Associated Press. This would be the first official confirmation of brutal public lashings and floggings of the Afghan public for violation of laws in Afghanistan since the fall of Kabul to the Taliban in August 2021 post the United States troop withdrawal.  
A Supreme Court official, Abdul Rahim Rashid, on November 20 reportedly said that an estimated 10 men and nine women were lashed 39 times each in Taloqan city in northeastern Takhar province for various crimes.
These lashings were carried out publicly in the city’s main mosque in presence of the members of the public which included the elders, clerics, and residents. 
A Taliban spokesperson, meanwhile justified the beatings saying that the regime will ensure the strict interpretation of Islamic law or Sharia across the country. Zabihullah Mujahid, the spokesperson said that the group’s supreme leader, Hibatullah Akhunzada, met with Taliban judges and ordered them to implement Sharia law in a meeting. Several footage of the Taliban flogging women and men likewise for various offences have frequently appeared on social media.
Taliban earlier on November 18 also publicly flogged a boy and a girl for having a pre-marital affair in Bamyan province attracting backlash over the regime's repressive laws, Khaama Press reported citing local sources. The public flogging of the couple was ordered by the court in Bamyan province in Afghanistan on November 17.
As many as 1,000 people witnessed when the couple was being publically punished by the Taliban men, the agency stated. The two were sentenced to 39 flogs each. As the incident shook people, the Taliban warned the public against reporting these scenes.
