USA - Kentucky. The Senate Judiciary Committee amended and passed SB107 to prohibit the use of capital punishment against offenders with severe mental illness

The Kentucky Senate Judiciary Committee amended SB107, which would prohibit the use of capital punishment against offenders with severe mental illness, and reported the bill favorably out of committee. The amendment removes Posttraumatic Stress Disorder from the list of conditions that would bar application of the death penalty against severely mentally ill individuals. The bill, as amended, now advances for consideration by the full state senate.
