KAZAKHSTAN: MAJILIS APPROVES AMENDMENTS TO LEGISLATION ON CAPITAL PUNISHMENT

the Committee for Legislation & Legal Reforms of the Majilis of Kazakhstan’s Parliament approved a resolution with regard to the amendments to the Criminal Code, outlawing capital punishment and replacing it with life imprisonment. The resolution, that passed to the Plenary Chamber for first reading, was signed by Serik Baymaganbetov, Chairman of the Committee. Representatives of the Supreme Court, the Attorney-General's Department, the Ministry of Justice, the Ministry of Internal Affairs, the Defense Ministry, as well as the Committee of National security participated in drafting the reform. The draft law was examined by OSCE independent experts.
