NESSUNO TOCCHI CAINO: ITALIA SOLLEVI QUESTIONE PENA DI MORTE IN IRAN AL CONSIGLIO DIRITTI UMANI DI GINEVRA

September 14, 2016: l’associazione Nessuno tocchi Caino, con una lettera aperta al Ministro degli Esteri Paolo Gentiloni, ha chiesto di sollevare la questione della pena di morte in Iran durante i lavori del Consiglio diritti umani delle Nazioni Unite.
Secondo l’associazione è importante che l’Italia, dopo aver deciso di rafforzare le relazioni politiche e di cooperazione economica e commerciale con l’Iran - in questi giorni (12/17 settembre) è a Roma, Mohammad Javad Larijani, Segretario generale del Consiglio iraniano per i diritti umani, a capo di una delegazione che parteciperà ad un seminario di comparazione dei sistemi giudiziari penali – si faccia forte del riconoscimento di Paese leader nel mondo nella lotta contro la pena di morte e tenga una forte pressione internazionale nei confronti dell’Iran per il contenimento della pena di morte.
Come infatti risulta dall’ultimo Rapporto di Nessuno tocchi Caino, nel 2015 le esecuzioni sono state almeno 970 e nei primi sei mesi dell’anno in corso sono state almeno 209. Un uso allarmante della pena di morte, che viene applicata anche nei confronti di imputati minorenni, in aperta violazione di Patti e Convenzioni Internazionali che l’Iran ha ratificato: nel 2015 almeno 3 minorenni sono stati mandati al patibolo, mentre nel 2016 sono già 4 quelli giustiziati al 30 giugno.
Ma l’Iran continua a praticare la pena di morte anche in violazione di quell’altro limite inderogabile alla sua applicabilità, posto dal diritto internazionale, che si riferisce ai “reati più gravi†intendendosi tali sostanzialmente quelli di sangue.
In Iran si può infatti salire sul patibolo per blasfemia e apostasia, per reati non violenti o per motivi essenzialmente politici mentre, nel nome della guerra alla droga, sono state effettuate almeno 632 esecuzioni nel 2015 e 105, al 30 giugno del 2016, nonostante gli organismi delle Nazioni Unite sui diritti umani abbiano dichiarato i reati di droga non ascrivibili alla categoria dei “reati più graviâ€.
Al Ministro degli Esteri del Paese che nel mondo è riconosciuto come il campione della Moratoria universale della pena di morte, Nessuno tocchi Caino chiede di operare affinché sia rafforzata la pressione multilaterale nei confronti del Governo iraniano e sia posta in sede di Consiglio Diritti umani dell’ONU, riunito in questi giorni a Ginevra per discutere anche di Iran, la questione delle più gravi violazioni dei diritti umani e dell’uso della pena capitale al di fuori degli standard minimi di diritto internazionale ed in controtendenza con l’evoluzione verso l’abolizione della pena di morte che si continua a registrare nel mondo.
