TEXAS (USA): BILLIE WAYNE COBLE EXECUTED
March 4, 2019: Billie Wayne Coble, 70, White, was executed on 28 February 2019. Coble, a Vietnam veteran with PTSD, was sentenced to death in 1990 in McLennan County in the August 1989 shooting deaths of his estranged wife’s parents, Robert and Zelda Vicha and her brother, police Sgt. Bobby Vicha. On August 14, 2007 the 5th U.S. Circuit Court of Appeals overturned Coble’s death sentence because the jury was not allowed to give proper weight to mitigating factors that could have changed their answer to the future dangerousness issue. Coble was again sentenced to death by a jury on Sept. 4, 2008. Coble becomes the second person executed in Texas this year, the 560th since Texas resumed executions in 1982, the third execution in the U.S. in 2019 and the 1,493rd person executed in the United States since 1977.
