RWANDA. LAW ENDING DEATH PENALTY COMES INTO FORCE
July 25, 2007: Â a law ending the death penalty in Rwanda, that was approved by the National Assembly in June, officially came into force. The EU congratulated Rwanda, saying it is a decision which will promote national reconciliation.
Those who have committed crimes, including crimes against humanity, will escape the death sentence. This will make cooperation between Kigali and the International Criminal Tribunal for Rwanda easier in bringing those responsible for the 1994 genocide to justice.
Rwanda's Justice Minister Tharcisse Karugarama said âit was a decision based on the need to strengthen policies of national reconciliation, good governance and the respect of human rights.â (Sources: BBC, 27/07/2007)
