PRISON. APPEAL OF 54 PERSONALITIES FROM 14 COUNTRIES TO THE EU FOR AN AMNESTY FACING COVID-19
April 20, 2020: 54 personalities from 14 countries are asking the European institutions to promote the amnesty to face the Covid 19 pandemic in prisons. The appeal is addressed to the Presidents of the European institutions (Parliament, Commission, Council) to invite the Member States to grant a broad and urgent amnesty to persons deprived of their personal liberty, starting with the most vulnerable such as pregnant women, the elderly, minors and handicapped to escape the risk of contagion to which the promiscuity of prisons exposes them. The appeal stems from a proposal by Hands off Cain and the Radical Party. The first signatory is Elisabetta Zamparutti, Treasurer of Hands off Cain, with Rita Bernardini, President, Sergio D'Elia, Secretary, Maurizio Turco, Secretary of the Radical Party, Irene Testa, treasurer and Maurizio Bolognetti, member of the General Council of the Radical Party and on hunger strike from 10 March on the objective of an amnesty for the Italian Republic. From Italy eminent jurists and parliamentarians have signed the appeal. Other signatories include the French Jean Marie Delarue, former National Guarantor of places of deprivation of personal liberty, Vincent Delbos, magistrate, Jean-Paul Costa, former President of the European Court of Human Rights, Ingrid Betancourt politician and writer, Pascal Lamy, President Emeritus of the Jacques Delors Institute and former European Commissioner, Senator André Gattolin, together with the Spanish Alvares Gil Robles, first Commissioner for Human Rights of the Council of Europe, to the Greeks Nikolaos Paraskevopoulos, former Minister of Justice and Athanassia Anagnostopoulou, former Minister of European Affairs, to the Nobel Peace Prize for Peace from Northern Ireland Mairead Corrigan Maguire, to the Belgians Marc Nève, President of the Central Supervisory Council of Prison Institutions, Françoise Tulkens, former Vice-President of the European Court of Human Rights and Philippe Mary, professor at the ULB, prison expert. And then magistrates, jurists, politicians, experts and human rights activists from Switzerland, the Czech Republic, Portugal, the United Kingdom etc.
