CONTINUE TO BE HOPE AGAINST ALL HOPE
December 14, 2021: The IX Congress of Hands Off Cain is convened in the Opera prison in Milan, on 17 and 18 December 2021. It is the fourth time that the association organizes its Congress in this institute and for the first time the works will be connected with other prisons: Rome-Rebibbia and Parma.
The IX Congress will focus on two sessions of general debate entitled:
- "When prevention is worse than punishment", because in recent years the same criminal trials and punishments, in some ways too guaranteed and with uncertain outcomes, have been supplanted by summary, immediate and more destructive processes and punishments, those of the measures of prevention, of personal and property seizures and confiscations, of anti-mafia disqualification information, of the dissolution of municipalities for mafia;
- “Not a better criminal law, but something better than criminal law” because a retribution penalty, which is a mirror image of the crime, is senseless and useless; because the prison is not only a place of deprivation of liberty and aimed at social reintegration as the Constitution provides, but it has also truly become a "place of punishment" where illness, pain, suffering, suffering are the traits dominant, structural, institutional.
The works will begin on the morning of December 17 at 10.30 am with welcoming greetings from Silvio Di Gregorio and Amerigo Fusco, director and commander of the prison, and the regional administrator of prisons, Pietro Buffa. From 11.30, introductory reports by the Secretary of Hands Off Cain Sergio D’Elia, by the Treasurer Elisabetta Zamparutti and by the President Rita Bernardini will follow. Bernardini is on hunger strike since midnight of December 5 to raise awareness on the persistent problem of prison overcrowding. Among the representatives of the Government will be the Undersecretary for Justice Francesco Paolo Sisto and the Undersecretary for Foreign Affairs Benedetto della Vedova. A greeting by the President of the DAP (Department of Prisons) Bernardo Petralia is expected on the morning of Saturday 18, and in the early afternoon by the National Guarantor of the rights of persons deprived of personal liberty Mauro Palma. During the Congress, the inmates sentenced to life imprisonment, the members of Hands Off Cain, the President of the Surveillance Court of Milan Giovanna di Rosa, the President of the Union of Criminal Chambers Giandomenico Caiazza, the Secretary of Magistratura Democratica (Democratic Judiciary) Stefano Musolino, Davide Galliani and Gherardo Colombo will also intervene.
In the first debate session, which is held on December 17 from 2.30pm to 6.30pm, Luigi Crespi, Salvatore Galluzzo, Paolo Ingrao, Vincenzo Maiello, Francesco Morelli, Andrea Nicolosi, Daniele Piccione and Michele Vaira will participate, as well as Mayors of Municipalities dissolved for mafia and entrepreneurs affected by anti-mafia prevention and prohibition measures.
In the second session, held on 18 December from 10.30 to 18.00, will be attended, among others, Paola Balducci, Guido Bertagna, Pasquale Bronzo, Stefano Castellino, Totò Cuffaro, Vincenzo Improta, Baldassarre Lauria, Daniel Lumera, Tiziana Maiolo, Luigi Manconi, Beniamino Migliucci and Don Vincenzo Russo.
The works will be broadcast live by Radio Radicale as well as by the association's social channels.
